The Japanese government reopened entry procedures for tourists to Japan on June 10 from 98 countries and regions with a low risk of COVID-19. Only tour groups with guides will be admitted for entry in order to implement preventive measures such as wearing masks and to facilitate the management of travels. Currently, visitors to Japan are required to submit application to the Ministry of Health, Labour and Welfare's system to enter the country, and are also required to obtain visas. On the other hand, with the national tourism support measure, the "prefectural discount" policy that is mainly implemented in prefectures has been expanded to the whole country. The discounts have different upper limits, ranging from 8,000 yen for a tour package including transportation to 5,000 yen for accommodation only.

In addition, the Japanese government has proposed plans to reopen the international flights to and from two airports, New Chitose Airport and Naha Airport in June, and to reopen the international flights to and from Sendai, Hiroshima and Takamatsu airports in July.
